Calculates the matrix Medians vector.

matrix: Type: SystemDouble
A matrix whose medians will be calculated.
type (Optional): Type: Accord.StatisticsQuantileMethod
The quartile definition that should be used. See QuantileMethod for datails.

Type: Double
Returns a vector containing the medians of the given matrix.
