Parameters

 An integer array containing the vector members.
- alreadySorted (Optional)
- Type: SystemBoolean
 A boolean parameter informing if the given values have already been sorted.
- type (Optional)
- Type: Accord.StatisticsQuantileMethod
 The quartile definition that should be used. See QuantileMethod for datails.
- inPlace (Optional)
- Type: SystemBoolean
 Pass true if the method is allowed to sort values in place, overwriting the
              its original order.
