Creates a matrix with all values set to a given value.

rows: Type: SystemInt32
The number of rows in the matrix.
columns: Type: SystemInt32
The number of columns in the matrix.
values: Type: T
The initial values for the matrix.
transpose (Optional): Type: SystemBoolean
Whether to transpose the matrix when copying or not. Default is false.

Type: T
A matrix of the specified size.
