Get skew angle of the provided document image.

image: Type: System.DrawingBitmap
Document's image to get skew angle of.
rect: Type: System.DrawingRectangle
Image's rectangle to process (used to exclude processing of regions, which are not relevant to skew detection).

Type: Double
Returns document's skew angle. If the returned angle equals to -90, then document skew detection has failed.

UnsupportedImageFormatException	Unsupported pixel format of the source image.
